Nearing the City 17 plaza, Frank's friend Phil comments that he really didn't feel like showing up with that old hack shuffling along behind them. Frank shrugs and says no complaints there. They spot a checkpoint in front of them and Frank says oh, shit, Civil Protection. However, as they approach, the cop, who is actually just a civilian in a costume, tells them to go in and that it's free admission today. The men realize in shock that they turned City 17 into an amusement park. A man in a suit wearing a Breen mask welcomes the two to City 17. Frank and Phil stare the man down, who tells them he's just trying to do his job. The two stop at a sign that explains that the city was preserved as it was during the downfall of Mankind trying to recreate life as it was in City 17, including the original Breen broadcasts which are played all day. Frank and Phil keep walking, Frank commenting that that's something you don't see every day. A Combine mascot with a big friendly head tells a little girl to join the Combine. The figure, calling itself Kenny the Combine, says why be yourself when you can be Combine. The girl stares in silence at Kenny the Combine, who tells the kid to just take a damn book. Her mother then calls the girl over, telling her to get away from that man this instant. Kenny sighs and says they'll never get rid of those things.

A Civil Protection officer sitting nearby comments that the Combine aren't accepted anymore. Then, a regular policeman approaches and tells them to move it along, they're disturbing the peace. Phil says he's gonna check this out and moves on ahead. Someone then calls Frank's name. Frank turns and sees Steve in regular civilian clothing. Steve asks Frank what he's doing there, since he hates this city. Frank tells him he's there for Allen. Steve suggests he stay with him if he wants. Frank starts to tell him that he and Phil are doing something different, but realizes that Phil just signed up with the Combine. Frank tells Steve let's go. Meanwhile, Breen, possessed by his angry side, reaches the city, saying to himself that he's pretty sure they went that way. He approaches the receptionist at the checkpoint and addresses him as minion, saying he's looking for two assholes. The guard replies that he's going to have to ask him to leave. Breen starts shouting obey me. The guard stares at Breen for a moment, then tosses him out. Breen's Zen side comments that didn't go too well. Breen replies yeah, no shit. The end.
